These are Divi layouts rather than Divi Theme Builder layouts which means that you will need to import them into the Divi library before applying to the Theme Builder.

If you want to create a sitewide Divi header template using the Theme Builder then you would need to import into the library and then load from the library in the Theme Builder when adding a new header template.

You cannot import these headers directly to the Theme Builder.
